U.S. prosecutors allege that on FEB 24 1996, Cuban military jets under a chain of command overseen by Raúl Castro shot down two unarmed Brothers to the Rescue civilian planes over international waters, killing four U.S. nationals.

An indictment is an allegation, not a verdict. Every defendant is presumed innocent in court.
